SUMMARY OF POSITION:

The County Manager directs the day to day operations of Routt County through the policies and directions of the Board of County Commissioners and is responsible for the efficient management of the business and concerns of the County. 

 

ESSENTIAL FUNCTIONS:

·        Hires, commends, disciplines and terminates County Commissioners Office administrative staff and the appointed Department Heads, except the County Attorney.  Develops their potential and monitors/evaluates their performance to maintain efficiency and quality of work. Coordinates the various activities of the County through the direction of the county Department Heads.

·        Assists Routt County Elected Officials when necessary to help them meet their statutory requirements.  Schedules regular meetings between BCC and other County Elected Officials.

·        Coordinates activities of the various county departments to ensure that County Goals are achieved, and ensures that departments follow through with the policies and the direction of the Board of County Commissioners (BCC).

¨      Coordinates the annual budget.  Brings critical budget issues to BCC for discussion.  Presents final budget to BCC for approval.

¨      Ensures expense and revenue budgets are managed properly.  Enforces cost control measures, eliminates redundant systems, and establishes and implements County cost measurements.

¨      Directs salary and benefit surveys and brings final recommendations to BCC.  Reviews and recommends to BCC changes in classification, department structure and hiring new employees above entry level salary.

¨      Is responsible for administrative oversight of county employee benefit package (health insurance, retirement plan, etc.)

¨      Review accounts payable and payroll and presents to BCC for approval.  Brings significant issues to BCC. 

¨      Ensures that all County departments comply with county policies (purchasing, personnel, motorpool, etc.).

¨      Ensures that grant administration responsibilities are assigned and performed.

¨      Assists departments in finding and developing grant opportunities.

·        Is responsible for administrative oversight of all county insurance programs.

·        Communicates with administrative staff/managers of the cities, towns and counties that work with Routt County.

·        Assists BCC with annual goal setting.

·        Follows legislation that affects county government.  Works with BCC to develop responses to legislative proposals.

·        Has oversight responsibilities for the Fair Board, fair grounds and related personnel. 

·        Has oversight responsibilities for the Purchase of Development Rights Citizens Advisory Board and related personnel.

 

OTHER TASKS:

·        Ensures that BCC meeting minutes are corrected, finalized and approved in a timely manner.

·        Is responsible for the development and review of the BCC weekly meeting agendas and the BCC monthly meeting list.

·        Performs other duties as appropriate and assigned by the BCC.

 

EDUCATION, TRAINING AND EXPERIENCE LEVEL:

Masters or Bachelors degree in administration, management or a related field, and at least five years of direct, progressive experience in local government administration, or an equivalent combination of education, training and experience which provides the knowledge, skills and abilities required for the job. 

 

LICENSES AND CERTIFICATIONS:

Valid Colorado Driver’s License in order to operate county vehicles.

 

TECHNICAL SKILLS:

Must possess strong organizational leadership abilities and demonstrated skill in administration, personnel, team building and finance.  Must be an excellent communicator who knows how to set and accomplish goals and priorities.  Must work well with people in a variety of settings.
