COUNTY MANAGER

 

DEFINITION:

 

Serves as the Chief Administrative Officer for the County. Serves as the administrative and communicative liaison between the Board of County Commissioners and the County division and the department directors and as a communication liaison between the Board and the County's elected officials.  Conveys the Board's policy directions to division and department directors and coordinates the flow of information and advice from division and department directors to the Board.  Coordinates County resources to accomplish the objectives of the Board of County Commissioners.

 

SUPERVISION RECEIVED AND EXERCISED:

 

Receives direction from the Board of County Commissioners.

 

Directly supervises County Division heads, Assistant County Manager, Commissioners’ Administrative Manager, Community Information Manager, Budget Manager, Criminal Justice Planning Manager, Rural Land Use Center Director and Human Resources Director.

 

ESSENTIAL FUNCTIONS:

 

Manages all operational and administrative matters within clearly stated policy.

 

Works with departments on a day-to-day basis to ensure that County business is conducted in a manner that is in accordance with County polices and resolves questions arising from the interpretation of County policies.

 

Supervises the preparation of the County budget for presentation to the Board of County Commissioners.

 

Reviews and approves minor budget adjustments when no additional funding is needed for the adjustment and approves other budget changes that fall within the authority delegated to the County Manager by the Board of County Commissioners.

 

Coordinates staff and other individual participation in Board meetings by identifying the issues to be raised, insuring appropriate staff input, and scheduling their appearance.

 

Keeps the Board of County Commissioners informed about the progress of all projects requested by the Board of County Commissioners.

 

Oversees the public information efforts for Board of County Commissioners.

 

Ensures that effective communication is maintained between the Board of County Commissioners and the Cabinet, Department Heads, all employees, and the public.

 

Prepares agenda and insures preparation of all required documentation.

 

Introduces agenda items for the Board's consideration and insures that backgound information is provided, as needed, to facilitate the Board's consideration of the issues involved.

 

Serves as Coordinator for the Board in the day-to-day communication between the Board and other elected officials, division and department directors, other County officials and the public.

 

Coordinates with the Clerk and Recorder to insure that appropriate records of Board meetings are maintained.

 

Manages the day-to-day operations of the Commissioner's Office to insure that routine accounting, clerical support, budgeting, purchasing, and maintenance support are available.

 

Performs the duties defined in Policy BCCP#6, Authority Granted to County Manager.

 

Performs other duties as assigned.

 

QUALIFICATIONS:

 

Knowledge and experience in a broad range of organizational skills to include administration, personnel, finance, operations, planning, and public information.

 

Ability to:

 

Maintain effective working relationships with County officials and with the general public.

 

Communicate effectively on behalf of the Board with other elected and appointed officials and with other public or private organizations and individuals.

 

Efficiently and effectively supervise and manage the personnel.

 

Experience and Education:

 

Equivalent combination of experience and education will be considered.

 

Eight years of progressively responsible experience in the management of a public or private organization.

 

Education:

 

Masters degree from an accredited college or university with major course work in business, public administration, or political science.
