JOB SUMMARY:

 

Serves as the Chief Administrative Officer for the County.  Manages and directs the County’s leadership through County Division/Department Directors and serves as the communication and business operation liaison between the Board and the County's elected officials.  Conveys Board policy and direction, and serves as an information resource for Division/Department Directors and the Board.  Manages and directs the allocation of County resources to accomplish the objectives of the County.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Administers the policy direction of the Board and manages the day-to-day operations of the County government; assures that departments provide the most cost efficient and effective delivery of services and performance of operations.  Explains and interprets policy; assists Board of County Commissioners in establishing annual goals; monitors operations and productivity of County functions and services.

 

  • Monitors and coordinates with Department Heads regarding Board approved projects, programs and contracts; keeps Board appraised of progress on periodic basis.

 

  • Attends and participates in Board of County Commissioner meetings; directs preparation of the commission meeting agendas; provides staff support and research to the Board; develops and recommends policies and procedures and presents the same for the Board's consideration.  Informs the board of pertinent items on the agenda which require their particular attention and concern; provides background data on important matters coming before the board.

 

  • Oversees and ensures the County's adherence to all statutory requirements.

 

  • Promotes and motivates service-oriented environment and positive County image to employees and the general public.

 

  • Recruits, appoints, suspends, transfers and removes all County Department Heads under his/her charge, recommends all Department Head positions and oversees personnel management duties for all County employees.

 

  • Exercises signature authority for routine personnel, financial and management actions where the direct involvement of the Board is not required.

 

  • Prepares and reviews the final County budget and contracts, as approved by the Board, prior to submission to the Board of County Commissioners; conceives and prepares recommendations to the governing board for policy changes within the County structure; administers, monitors, and ensures fiscal responsibility in adhering to the County's approved annual budget and state budget laws and regulations.

 

  • Represents the governing board at meetings with Federal, State, and City officials; acts as County spokesperson in absence of the Board Chairman or as directed by the Board.

  • Oversees the development and dissemination of public information and approves for media release; responds to public inquiries, complaints and concerns in a tactful, timely, and effective manner

 

  • Assumes administrative responsibility in other areas designated by the governing board or when special projects dictate the need.

 

  • Directs the development of administrative or program studies, the preparation and revision of policies, rules, and manuals of procedure, and instruction in their use.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

·         Knowledge of modern and highly complex principles and practices of public and local government and has the ability to organize, interpret, and apply principles and knowledge to issues and problems.

 

·         Knowledge of organization, duties, powers, limitations, and authority of County government and the various appointed and elected offices therein.

 

·         Knowledge of and experience with the application of a broad range of organizational skills including administration, employee relations, personnel management, finance, operations, planning, and public information.

 

·         Knowledge of generally accepted principles and practices of governmental accounting, financial reporting and budgeting.

 

·         Knowledge of and ability to apply employee management principles including supervision, training, and performance management.

 

·         Knowledge of and the ability to utilize problem solving and negotiation strategies.

 

·         Knowledge of organizational standards and the ability to evaluate operations, including costs, staffing, schedules and related areas, and the ability to formulate recommendations.

 

·         Ability to establish and maintain effective working relationships with other County Officials, employees, outside agencies, and the general public.

 

  • Ability to use tact, discretion, initiative and independent judgment within established guidelines.

 

·         Ability to understand verbal information and instruction.  Ability to exchange information with others and to develop and present recommendations.

 

·         Ability to read, understand, and compose written information and instructions.

  • Ability to speak one or more foreign languages is helpful, particularly Spanish.

 

EDUCATION AND EXPERIENCE:

·        Master’s Degree in Public or Business Administration or an equivalent degree of advanced education and/or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

 

  • Eight to ten years of increasingly responsible public/private sector experience with a minimum of five years senior management experience involving public visibility and direction of senior management team members.

 

 

WORKING CONDITIONS:

 

  • Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust.

 

  • The incumbent's working conditions are typically moderately quiet.

 

PHYSICAL REQUIREMENTS:

 

  • Work involves sitting 60% of the time, standing 20% of the time, and walking 20% of the time.

 

  • Can lift 10-pound items.

 

  • Regular computer usage is required.

 

  • While performing the essential functions of this job the employee is frequently required to sit, use hands, speak and hear.
