Job Title:
Department/Division: Administration
Serves as the Chief Administrative Officer for the
County. Directs and coordinates
administration of county government in accordance with policies established by
the Board of County Commissioners.
Serves as the liaison between the Board of County Commissioners, the
County’s department heads, and the County's elected officials to communicate
the Board’s policy direction and coordinate the flow of information. Coordinates the County’s resources to
accomplish the objectives of the Board of County Commissioners.
Receives general direction from the Board of County
Commissioners.
Exercises general direction over County Department Heads,
the Assistant County Administrator, and staff assigned to the Administration
Division.

Manages all operational and administrative matters within
stated policies of the Board of County Commissioners.
Implements policies adopted and
approved by the Board. Works with
departments to ensure consistent application of County policies in the
activities and business conducted in all executive and administrative departments. Resolves questions arising from the
interpretation of County policies.
Prepares and recommends the annual budget to the Board of
County Commissioners. Recommends and
justifies staffing, operating expenses, capital expenditures, and revenue
sources for all departments and agencies of the county government.
Determines that all contracts and
agreements with the county are maintained and upheld and promptly report any
violation thereof to the Board.
Writes and applies for grants and oversees the application
process in the best interest of the County.
Monitors and controls purchases
and expenditures as budgeted and appropriated.
Keeps the Board advised of the financial condition and financial
projections of the County.
Prepares and presents reports concerning the affairs of the
county as requested by the Board, and pursuant to local, state, and federal
requirements.
Maintains and administers a
countywide personnel system including compensation and benefits administration,
policies, and procedures.
Supervises personnel and program
operations including the assignment and review of staff work, interpretation of
program and policy for staff and department heads, initiation and management of
disciplinary action, interviewing and selection of staff, and scheduling of
work time
Represents the County on behalf of
the Board of County Commissioners and serves as a liaison with county legal
counsel in response to legal actions and interests of the County with prompt
attention.
As the Administrative Officer,
monitors and supervises operations of the County departments and
functions. Manages the County’s
management team, reviews and resolves internal issues, develops and implements
strategic direction for the organization, and attends County meetings to
represent the departments before the Board of County Commissioners.
Attends board meetings held by the
Coordinates day-to-day communication between the Board of
County Commissioners and other elected officials, county officials, department
managers, and the public ensuring effective exchange of information.
Performs the duties defined by the Board of County
Commissioners and governing policy manual.
Serve as an official
representative of the County in a professional manner with local, state, and
federal agencies and organizations to accomplish the goals and carry out the
agenda of the County and Board of County Commissioners.
Performs other duties as assigned and required.
Training and Experience:
Any combination of experience and training that would likely
provide the required knowledge and abilities may be qualifying.
Training: A Bachelors Degree in Public or Business
Administration or related field.
Experience: Extensive experience in management, including
Finance, Local Government or Business Administration.
Knowledge of:
Principles
and practices commonly used in public administration and management.
Strategic planning methods.
Budget development and
administration for public sector organizations.
Supervisory principles,
procedures, and methods including selection, training, discipline, and
evaluation.
Scope and application of laws and regulations pertaining to applicable
local, state, and federal programs and organizations.
Leadership methods and management
skills.
County rules, regulations,
policies, procedures, and standard operation procedures.
Organization and functions of county departments.
Ability to:
Establish and maintain effective working relationships with
other County employees, elected officials, representatives of other agencies
and organizations, the media, and members of the community.
Exercise effective
organizational skills and work in a diversified environment.
Negotiate and manage contracts for
service.
Supervise and mentor professional
and support staff in a productive and positive manner.
Communicate effectively on behalf of the Board with other
elected and appointed officials and with other public or private organizations
and individuals.

interests and backgrounds.
PHYSICAL, ENVIRONMENTAL,
AND OTHER REQUIREMENTS
Work is
primarily conducted indoors with occasional time spent in an outside
environment. Incumbent experiences
routine exposures and hazards of a typical office environment. May occasionally travel to other
County office locations or work sites. Requires the ability to sit and perform
administrative and computer work for significant periods of time. Ability to read and understand written
documents and materials as required for the performance of the job. Requires
manual dexterity to operate computers and standard office equipment.
Requires
sufficient hearing and speech ability to communicate verbally in response to
inquiries, complaints, and to speak to individuals or groups in an
informational or instructional situation.
Incumbent is frequently required
to work after normal work hours to attend governmental meetings.
